We have not seen the go SSJ4 because a few years afterDragon ball GT was made, the writer, Akira Toriyama, said it was not apart of the main story. Meaning its not canon. Since it’s not canon, Just imagine goku and vegeta never even had it in tbe first place. That is the reason it is not there.
