Kadokawa (It used to be Daiei that made Gamera movies but they were bought by Kadokawa), the company that makes the Gamera movies did ask Toho if they wanted to have the 2 in a movie but Toho declined the offer. There has been beef between the two studios who own both of these legendary kaiju.
